Under general supervision, serves as Emergency Response Program Manager, SME, and Representative for Four Rivers Nuclear Partnership. Work location is full-time on-site.

Manager of emergency response program for FRNP including fire protection, response, and emergency preparedness, management, and drills.

  • Serves as point of contact for resolution of drill/exercise-identified FRNP issues.
  • Supports emergency management (EM) assessments as needed.
  • Coordinates operations drill program; i.e., alarm response, upset condition responses, etc.
  • Participates in planning groups, meetings, workshops, or other activities as relevant to the EM and/or fire protection program, as needed.
  • When applicable, develops lessons learned, best practices, or identified gaps/deficiencies within the EM and fire protection programs, as applicable to FRNP facilities.
  • Responsible for FRNP personnel accountability program.
  • Concurs with and ensures required fire protection compensatory measures are assigned and discontinued when advised (OSMS site-wide fire protection impairment permitting process).
  • Maintains written emergency action plans for FRNP-occupied facilities in accordance with CFR 1910.38
  • Responsible for FRNP employee emergency protective actions.
  • Liaison with Operations and Site Mission Support Services (OSMS) EM annually on applicable sitewide emergency management documents.
  • Liaison with OSMS contractor with FRNP hazardous chemical inventories.
  • Ensures EM training is provided for FRNP personnel, as appropriate.
  • Liaison with OSMS contractor of facility for detection/suppression modifications, occupancy changes, deactivation changes that may warrant a transitional fire hazard analysis change, and changes that may warrant a pre-incident plan revision.
  • Liaison for sitewide hotwork permit program.
  • Interfaces with OSMS for dry hybrid sprinkler repairs.
  • Provides relevant fire protection procedures or work orders to OSMS for review.
  • Helps facilitate access for monthly inspections and other inspections, such as those for extinguishers, safety walkdowns, etc.
  • Concurs with fire protection document revisions.
  • Other duties as assigned by Director
  • On Call availability for emergency events and/or ensures representation for all Joint Information Center activations.

Minimum Requirements

  • 6 years' experience in Emergency Management/Emergency Response, or an equivalent combination of education and experience. Typical experience ranges from 5 - 8 years.
  • BS degree in Emergency Management/Emergency Response or related field (physical science or engineering) preferred
  • Demonstrates accuracy, thoroughness and attention to detail.
  • Knowledge of chemical hazards, controls, and interactions
  • Ability to work independently
  • Proficient with computers and Microsoft Office Suite
  • Proficient interpersonal and communication skills, including ability to address large groups
  • Ability to engage with civil emergency services
  • DOE "L" or "Q" clearance or ability to obtain a DOE "L" or "Q" clearance

Working Conditions

Work in an office at a decommissioning area and atmosphere (outdated and/or abandoned facilities or industrial field environments). May also work at off-project sites representing the organization at various types of locations throughout the community for business purposes. May work in austere (off trail) conditions when needed. Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed.

Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion of force/lifting greater than 45 pounds requires usage of a two person "buddy system"), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching.

Ability to perform primary office duties including heavy computer usage.
